We're a source testing company that also consults on permit strategy, protocol design, and regulatory affairs. Independent. Owner-operated. Focused.
Wally Moe founded this company in Stanton, California, to do one thing well: measure emissions accurately for facilities operating under SCAQMD and CARB permits. Twenty-eight years later, the mission hasn't changed. Neither has the ownership.

Walid "Wally" Moe, MS — President
Wally doesn't just run the business — he still manages projects, reviews reports, and gets on-site when the job calls for it. His background:
- MS, Petrochemical Engineering
- 35+ years in stationary source testing
- Project manager for ExxonMobil Torrance, Ultramar, ARCO/Marathon LA Refinery, and dozens of other SoCal facilities
- Specialized in RECLAIM compliance, CEMS/RATA, toxic emissions, and regulatory affairs
- Former senior roles at Total Air Analysis, Almega Environmental, and Energy and Environmental Research Corporation
The field team averages 10+ years of experience. Staff hold EPA, CARB, and SCAQMD method certifications and specialize in CEMS operations, criteria and toxic sampling, data reduction, and QA/QC.

SCAQMD Laboratory Approval Program (LAP)
Approved for source testing in the South Coast AQMD.
CARB Independent Contractor Approval
Approved by the California Air Resources Board.
Strict QA/QC Protocols
Covering prevention, assessment, and corrective action on every job.
Both certifications are required for source test data to be accepted by SCAQMD and CARB. We've maintained them continuously since approval.
Quality Assurance
How We Think About Quality
Prevention
Everything before the test matters — planning, calibration, maintenance, standardization, crew training. Problems get caught in the lab, not at the stack.
Assessment
During the test, we verify data in real-time. Precision and accuracy checks happen while the instruments are running, not after the truck is packed up.
Corrective Action
If a number doesn't look right, we stop and figure out why. Replace equipment. Recalibrate. Re-run if needed. We don't submit data we wouldn't stand behind in front of SCAQMD.
